when installing by suspended are the loops on the screen case in a fixed position of the drop down screen?

No. They"re on a track and can be moved to whatever position you want. You just need to loosen a couple of set screws and then slide the loops to whatever spacing you want. You"ll need a 2.5 (metric) allen wrench.
